The nature of the business is supply and distribution of potable bulk water to key areas in Bohol, namely: Tagbilaran City, Dauis, Panglao, Cortes, Corella, Baclayon, and Antequera. The company has a water permit from the National Water Resources Board (NWRB). The source is surface water from the town of Cortes, Bohol.

The owners are Boholanos and they established the Eskaya Beach Resort & Spa in Panglao Island, Bohol in 2009. They soon realized that the quality and reliability of water supply was not good. The province has heavily relied on deep well water which is not safe and sustainable. As cholera, gastrointestinal problems and kidney stones are mostly due to the ingestion of unsafe water, the lack of water has also hampered development of Panglao Island, one of Bohol’s tourist sites. The owners strongly believe in the importance of sustainable potable water supply for Bohol’s residents, tourists, and businesses.

In 2011, Richard E. Lim and a couple of associates formed the Panglao Water Utilities Inc. However, due to certain constraints, his associates decided not to continue with the project. Mr. Lim was left to pursue the project on his own
