Children of Asia's Mission
 
Created in 1991, Enfants d’Asie Association - Children of Asia (www.en.enfantsdasie.com) is a French non-governmental, non-denominational humanitarian association.
 
Since 1998, Children of Asia (CoA) in the Philippines has been working with at-risk children on the island of Cebu. Our team is composed of 15 staff members: 2 French volunteers and 13 Filipinos.
 
Children of Asia works with communities living in the slums in Cebu, supporting and caring for underprivileged children throughout their schooling, from their early years until they obtain skills, qualifications and employment.
 
Our organization provides educational assistance to more than 500 beneficiaries, from Elementary to College, most of whom are community-based children.
 
DICE – Drop In Center Ermita
 
The DICE was officially opened on June 2017 in Brgy. Ermita, Cebu City.
 
It is a welcoming place for children usually playing in the streets (3-10 y.o), with the goal of  providing a safe, clean and stimulating place for them, through access to educational activities, games, hygiene and nutrition.
 
The DICE currently has approximately 260 children in its program and is catering to an average of 60 children per day. Two DICE Educators are directly handling these children across three sessions per day. Two part-time caretakers are assisting in the implementation of the programs. A coordinator is in charge of the management of this centre.
 
Job Goal:
 
The Coordinator is responsible for ensuring the smooth implementation of the DICE, management of the DICE team on a daily basis and fostering the development of the project. His/her superior is Children of Asia’s Country Director (CD) and he/she reports directly to the Deputy Country Director (DCD)
 
The Center is located in Barangay Ermita, a slum area near Carbon Market. The children who will come to the DICE are from the local community.
 
Tasks:
 
1. Implementation of DICE activities
- Ensure the smooth running of activities on a daily basis
- Coordinate with the educators to identify and give response to any child's problem in line with the objectives of the DICE
- Organize and facilitate monthly parents’ meetings and seminar /activities for the formative activities of parents.
- Coordinate with the educators to identify drop-out children or those who have school difficulties and make them enroll in tutorials if needed to reach the goal of going back to school with the involvement of the parents
- Meet with the parents/family/guardians to discuss about any child problem through house visit + follow-up + reports to DCD
- When needed, have case conferences with the School Principal, Barangay Gender And Development officer, Parents of the child, DICE Educators,  DICE Caretakers
 
2. DICE team management
- Supervise and evaluate the DICE team
- Organize monthly staff meetings and send the agenda and minutes of the meeting to the DCD
- Identify DICE Educator (DE) training needs and proposes trainings to DE according to the budget
- Update evaluation tool for staff bi-annual evaluation according to the DICE hierarchy
- Welcome and integrate potential local or foreign volunteers
- Coordinate with the CDD on human resource matters and team management concerns
- Update the HR monitoring Leave of Absences monthly
- Conduct weekly meetings with the DICE Educators
 
3. Financial management & reporting
- Responsible for expenditures monitoring and replenishment through the monthly cash flow of the DICE
- Responsible for the financial monitoring and funding needs of the DICE: sends monthly expenses follow-up to the CDD
- Draft the financial reports for donors for submission to CDD
- Prepare the annual budget forecasts and closures
- Release payrolls to DE and Caretakers’ allowances regularly
- Draft budget proposal for DICE Activities
 
4. Monitoring and evaluation
- Consolidate the data given by the DE on a monthly basis in the M&E Tool
- Submit draft intermediate and final reports about the project based on the M&E tool results to the CDD
- Organise annual evaluation with the DICE team
- Draft the strategy for the coming year implementation (needs, events, campaign, evolution of the program, etc.) according to the M&E results
- Ensure the follow-up, monitoring and evaluation of tutorials & define strategies for the next school year
 
5. Project development
- Develop new partnerships if need appears
- Organize health campaigns according to the budget and needs
- Ensure the diversity of activities offered to the beneficiaries in line with the children’s development strategy
- Implement parents training with the DICE Educators (DE) according to the needs through Monthly Parents’ Meeting
- Create new activities to foster the cognitive development of the beneficiaries together with the DE
 
We are looking for someone in the following areas:
 
Program management/ Education / Social Work / Pedagogy / Child protection
Language: Good knowledge of English (verbal and written), Visaya
Experience: At least one year related experience
 
Qualifications:
- Ability to work in a slum area on a daily basis and interact with its community
- Good team management skills
- Good reporting, program evaluation and monitoring skills
- Experience in budgeting and financial follow-up
- Good facilitation and pedagogical skills
- Good contact with very young children
- Working knowledge of Microsoft Office and Internet
- Ability to work autonomously and take initiatives
- Excellent communication skills and knows how to interact with people
- Ability to work with people from different cultural backgrounds
- Experience in working with disadvantaged children and/or in a NGO is a plus
